Côte d’Ivoire Wants to Build Its Own Sovereign Artificial Intelligence

Africa’s digital future is entering a new era, and Côte d’Ivoire is determined to be part of the leaders shaping it. During a recent interview on RFI, Djibril Ouattara announced a bold vision: the development of a sovereign Ivorian artificial intelligence ecosystem capable of serving local realities, African economies, and the continent’s growing digital ambitions.

For years, Africa has relied heavily on foreign technologies, platforms, and data infrastructures. But today, countries like Côte d’Ivoire are beginning to recognize the importance of technological independence. Artificial intelligence is no longer just a global trend dominated by Silicon Valley or China. It has become a strategic tool for economic growth, education, agriculture, healthcare, cybersecurity, and governance.

According to Djibril Ouattara, the goal is not simply to copy Western AI systems but to create intelligent technologies adapted to African languages, cultures, and social realities. This vision could transform how African businesses operate, how governments manage public services, and how young innovators build startups across the continent.

The concept of “sovereign AI” is especially important in today’s digital economy. It means keeping control over local data, protecting national digital interests, and reducing dependence on external technological powers. For Côte d’Ivoire, this initiative could strengthen national security while creating opportunities for thousands of young tech professionals and entrepreneurs.

Abidjan is already emerging as one of West Africa’s growing technology hubs. With increased investments in digital infrastructure, fintech, mobile innovation, and startup ecosystems, the country is positioning itself to compete in Africa’s AI revolution. The development of an Ivorian AI ecosystem could also encourage partnerships between universities, private companies, and government institutions.

Experts believe that Africa’s greatest advantage in the AI race is its young population. Millions of talented African youths are entering the digital economy every year. If properly trained and supported, they could become creators of technology instead of just consumers.

However, the road ahead is not without challenges. Building a competitive AI ecosystem requires strong internet infrastructure, quality education, access to computing power, funding, and clear digital policies. There is also the urgent need to address ethical concerns, data privacy, and responsible AI governance.

Still, the announcement from Djibril Ouattara sends a strong message: Africa does not want to be left behind in the next technological revolution. Côte d’Ivoire’s ambition to develop sovereign artificial intelligence may become one of the most important digital transformation projects in Francophone Africa.

If successful, this initiative could inspire other African nations to invest in homegrown innovation and reshape the continent’s position in the global technology landscape.
